At the border, it is important to tell the truth as to your purpose in going to the US. It is all perfectly legal so there should be no problems as long as your US VISAS (if necessary) are in order.

At the Canadian Consulate in Seattle:
If the doors to the VISA office are still locked before 8.00 am, do not leave the building.  Rather, form or join the line-up outside the door.  This will ensure your place in line.  When the doors open, go to the appropriate line up (on the Left) and wait to be called to the window.  At this point, you will hand in all of your documents and pay their fee.  After the documents are accepted at this window, you need to sit in the waiting room and wait for your name to be called.  This can take a good deal of time or it can be very quick.  Once your name is called, you will go to a second window to answer some questions. 
After a few questions, the student authorization will (usually) be granted.  Actually, the document is not issued at this office.  Rather, the Immigration Office at the border crossing will issue the document.  The Consulate office will send the information to the border

It is important that you do not leave the building until the entire process is complete.


On the rare occasion that a student authorization is denied, you will be allowed to re-enter Canada under your original TOURIST VISA as long as it has not expired.  For this reason, it is best to plan for this trip long before the expiration of your current VISA.

At the border, they you will tell the Immigration Officer that you have applied for student authorization.  You will then be directed to the Immigration Office to have your passport stamped as such.  It is possible that the office in Seattle will not have transferred the information to the border and the student authorization documents will not be ready.  This is OK as the Immigration Officer will make photocopies of the pertinent papers and the actual VISA will be mailed to your address in Canada.  Otherwise, the student authorization documents will be issued at this office.
